What does it mean? I think is the must pre-phase or state before that reflects on your external one. A quote by French style guru Madame Genevieve Antoine Dariaux, who wrote a book "Elegance", a classic style bible for timeless chic, grace, and poise, may help here: "To be elegant is first of all to know oneself, and to know oneself well requires a certain amount of reflection and intelligence." And by that I guess you need to have a decent level of self-confidence, kindness and last, but foremost, to be authentic, to be yourself.
